I get a similar issue using MS SQL 2008 R2 on Server 2008 and Express 2008 on Win7 x64. The networking permits TCP/IP connections on the usual port (1433) and I can log in fine using SQL manager. Stepping through the code indicates a succesfull login, but a COM failure when calling the native method GetDatabases. Installing the SQL 2005 backwards compatabilty components for 2008 fixed the issue.

if you install sql server 2008 using an instance name, the connectivity to the server will use dynamic ports while windows 2008 firewall block connectivity dynamic ports by default. Configuration is really painfull if connectivity is done using IIS tunnel. Installing SQL Server 2008 using default instance will solve problems of connectivity through IIS (MSSQLSERVER).

On Win2008 and SQL 2008 it has issues. It shows an error page indicating that it cannot get to the database.
